Town of Oakville, Melrose Investments Inc. and Rosehaven Homes Limited reach settlement

Future development in downtown Oakville approved

The Ontario Municipal Board approved Minutes of Settlement between the Town of Oakville, Melrose Investments Inc. and Rosehaven Homes Limited last Friday.

In those Minutes of Settlement, the three parties agreed to amend the original four development applications on downtown Oakville properties — 153 and 157 Reynolds Street, 296, 300, 312, Randall Street, 293 Church Street, 131 and 135 Trafalgar Road  as well as 132 and 136 Allan Street.

“This settlement achieves the objectives of the Livable Oakville Plan and assists in the implementation of our recently completed Downtown Oakville Strategic Review — a review developed through participation of the downtown BIA and area residents,” Mayor Rob Burton said. “We are always pleased when developers work with us in furthering our vision of a vibrant and commercially stable downtown. It’s reinvesting for the future.”

“We are pleased to reach agreement with Town Council on the redevelopment of our downtown Oakville sites,” said Silvio Guglietti of Melrose Investments Inc.  “These projects will complement the historic character of Oakville’s downtown, and will provide new housing and shopping opportunities which will further enhance downtown Oakville as a premier live-work destination in the Greater Toronto Area.”

The details of the settlement are as follows:

153 and 157 Reynolds Street — Melrose Investments Inc. and Rosehaven Homes Limited had applied to construct a nine-storey apartment building. Through the settlement, they have agreed to construct six freehold townhouses.

296, 300, 312, Randall Street, 293 Church Street, 131 and 135 Trafalgar Road — Melrose Investments Inc. and Rosehaven Homes Limited had made two applications with respect to these properties to construct two, six-storey mixed use buildings. Through the settlement, they have agreed to construct one, four-storey building with retail along the first floor and residential units above. As part of this settlement, Melrose Investments Inc. and Rosehaven Homes Limited will be required to restore and refurbish 293 Church Street, which is a property that will be designated by the town as a heritage property. 

132 and 136 Allan Street — Melrose Investments Inc. and Rosehaven Homes Limited had applied to construct an 11-storey building. Through the settlement, they have agreed to construct a six-storey building that will be used for either office or residential uses.

In exchange for permitting a six-storey building at 132 and 136 Allan Street, Melrose Investments Inc. and Rosehaven Homes Limited will be required to provide 20 parking spaces to the town for the purpose of a public parking lot. The public parking lot will be located on the 296, 300, 312, Randall Street, 293 Church Street, 131 and 135 Trafalgar Road properties with access to the parking lot from Trafalgar Road.

This settlement avoids the cost and uncertainty of four Ontario Municipal Board hearings and a Conservation Review Board hearing and resolves Melrose Investments Inc.’s outstanding appeals to the Livable Oakville Plan pertaining to these properties.
