Urban Structure Review: How will Oakville accommodate growth?

Following extensive study and a series of public open houses, the town now has draft Official Plan Amendments that would see a newly revised Urban Structure section introduced into Town of Oakville’s Official Plan – the Livable Oakville Plan. The draft amendments would provide a framework for how the town will accommodate growth, while protecting greenspaces and established neighbourhoods from development pressure. Members of the public are invited to provide input into the amendments at one of two information meetings scheduled on May 30.

“It’s vital the town has a comprehensive urban structure in its official plan because it gives us a high level look at where new growth will be focused. It sets out the basis for making planning decisions about where we live, work and play,” said Mayor Burton “Feedback from our community has helped staff prepare the draft amendments in front of us. Before they go to Council for final approval, I encourage you to review them and share your comments.”

To connect with community members, the town will be hosting two public information meetings at Town Hall on Tuesday, May 30 where participants can provide feedback on the draft Official Plan Amendments. There is an afternoon session from 1:30 – 3:30 p.m. and an evening session from 6:30 p.m. to 8:30 p.m.

The draft Official Plan Amendments would introduce a new Section 3 – Urban Structure and a corresponding detailed map A1 into the Livable Oakville Plan. These new sections would describe the importance and purpose of a town-wide urban structure and the major elements of that urban structure. The amendments would ultimately provide a framework for how the town will accommodate growth and establish the basis for official plan policy and for making planning decisions. The amendment would also introduce, under Part F – Implementation, criteria for evaluating site-specific official plan amendments and their potential impacts on the town’s urban structure. In addition to being incorporated into the Livable Oakville Plan, the draft amendments also provide for revisions to the North Oakville East and West Secondary Plans to align them with the changes to the Livable Oakville Plan.

The town must consider how to accommodate required growth given that development in all areas of the town is underway or planned. Instead of developing outward, the town needed to determine the best approach for managing development within the town’s existing boundaries.

As part of the ongoing five-year Official Plan Review, the town initiated an Urban Structure Review on February 16, 2016.

Oakville’s Urban Structure Review was a town-wide examination of natural heritage and open space lands, as well as mixed use, residential, commercial and employment lands to see if changes are necessary to accommodate growth to 2041.

The review studied the role of existing and emerging growth areas such as Midtown Oakville, the Trafalgar Road Corridor and the area surrounding the Bronte GO Station; the preservation of stable residential areas and the protection of natural and cultural heritage; the relationship between growth areas and the delivery of municipal infrastructure; and criteria for evaluation of new growth areas. The Urban Structure Review was also one of three land use policy studies required to be completed under Interim Control By-law 2016-024 restricting land uses on the Glen Abbey Golf Course.

Following the May 30 public information meetings, a statutory public meeting for the draft Official Plan Amendments will be held June 12, 2017 in conjunction with the Council meeting at Town Hall. A decision meeting by Council on the recommended Official Plan Amendments is expected in the fall.

The public may view documents and background material at the Planning Services department at Town Hall between 8:30 a.m. and 4:30 p.m., Monday through Friday, or on the town’s Official Plan Review pages on its website at oakville.ca.

An official plan is a legal document containing goals, objectives, and policies intended to guide land use, development and growth in a municipality. Oakville’s official plan is comprised of the Livable Oakville Plan and the North Oakville East and West Secondary Plans. The Planning Act requires a review of the official plan every five years. Council hears update on Glen Abbey Golf Course

Appeal of the town’s interim control by-law set to begin on January 30, 2017

Mayor Rob Burton convened a special meeting of Council on January 23, 2017, for Council and the public to receive an update from Planning and Legal staff on current matters related to the Glen Abbey Golf Course. Key issues discussed included the upcoming January 30, 2017 Ontario Municipal Board (OMB) hearing on Clublink’s appeal of the town’s interim control by-law, an update on key town studies underway, as well as the status of the proposed development application submitted by ClubLink on November 10, 2016.

“We need to build a shared understanding with the community of the complex issues surrounding the future of the Glen Abbey Golf Course site,” Mayor Burton said. “While the status of the town’s interim control by-law will be determined at the OMB, the town is still moving forward with the studies that will help us to better understand this property. We look forward to hearing from the public, the applicant and community stakeholders when these studies are brought forward to Council later this spring.”

The three studies that the town proposed to complete during the timeframe provided by the interim control by-law are:

An Urban Structure Review
A Land Use Economic and Impact Analysis Study, and
A Cultural Heritage Landscape Assessment of Glen Abbey Golf Course

Staff indicated that good progress is being made on all studies and that the draft results are expected to be presented to Council during spring 2017. It is anticipated that the implementation of the studies may then require further official plan and zoning by-law amendments and/or other implementation tools.

The town’s Director of Planning, Mark Simeoni, also updated Council on the status of ClubLink’s November 10, 2016 submission for an Official Plan amendment, a Zoning By-law amendment and a Plan of Subdivision to permit redevelopment of the Glen Abbey Golf Course property including 3,200 residential units, 121,000 square feet of new office and retail space and 32.47 hectares of natural heritage system.

Mr. Simeoni noted that the town had determined that the application was incomplete given it did not contain all of the information required by the town and ClubLink was advised of this decision on December 8, 2016. As a result, on December 12, 2016, ClubLink requested that the OMB hear a motion to determine the completeness of their application. The OMB has not yet set a date for the hearing of this motion.

Members of Council sought clarification from staff on the differences between the Glen Abbey and Saw Whet golf courses within the Livable Oakville Official Plan. Commissioner of Community Development Jane Clohecy noted that the site-specific Official Plan policies designating Saw Whet as an area of potential future growth do not exist for Glen Abbey.

“We appreciate the clarification from staff on the differences between Glen Abbey and Saw Whet within Oakville’s Official Plan,” said Mayor Burton. “All of this information is critical to understanding the process and purpose behind the three studies staff are currently undertaking.”

Mayor Burton went on to remind the audience that under the provincial Planning Act, members of Council cannot take a position on an application until all of the relevant information is presented to Council.

Town Solicitor Doug Carr further noted that the upcoming January 30, 2017 OMB hearing will only be considering issues related to ClubLink’s appeal of the town’s interim control by-law (2016-024) that was passed on February 1, 2016, and the one year by-law extension (2016-115) that was passed on November 1, 2016. The hearing will take place in the Trafalgar Room at Town Hall and members of the public are welcome to attend. Only those individuals and groups already registered as parties or participants may speak at the hearing.

Health needs study to begin to help pave way for potential community health hub

Town and LHIN form partnership through MOU

Town Council approved moving ahead with a Memorandum of Understanding (MOU) between the Town of Oakville and the Mississauga Halton Local Health Integration Network (LHIN). The non-binding MOU outlines the scope and scale of a partnership between the town and the LHIN regarding the potential concept of a community health hub. Further work and analysis will be required before any binding agreement would be created for approval by Council.

“With the relocation of Oakville’s hospital, the town is exploring community health hubs as a new, integrative way to meet the healthcare needs of residents,” said Mayor Rob Burton. “This non-binding MOU provides the framework to more closely examine how we can meet our community’s needs now and in the years to come,” said Mayor Burton.

Some of the objectives of the MOU include:

The LHIN will undertake a third party study on the future health needs of the area surrounding the former hospital site. The study is the first step in response to resident request for consideration of local healthcare services provided in the area. Once the results of the study are known, the town and the LHIN will further investigate opportunities for joint programming at the former hospital site including opportunities related to a health hub.
The town and the LHIN will explore the possibility of the town leasing the Kerr Street Seniors Centre Site to the LHIN or LHIN designate. The town is planning on relocating the seniors centre to the new community centre the town is building as part of the Trafalgar Park revitalization – scheduled to open in mid-2018. Conceptually, the Kerr Street Seniors Centre Site could be used for a community health hub to complement the services provided at the new seniors’ facility.

Town staff will also continue to have discussions with the LHIN and Halton Region, who has indicated support for both the health study and exploration of health hub opportunities, to ensure that options align with the local public health and social services initiatives.

“We look forward to working with the Town of Oakville and with Halton Region to better understand the needs of the community in order to provide health care services where it’s needed most,” said Bill MacLeod, Chief Executive Office, Mississauga Halton LHIN.

The Mississauga Halton LHIN brings together local health care partners from a number of sectors including hospitals, community care and support services, mental health and addictions, community health centres, long-term care and primary care to develop innovative, collaborative solutions to improve access and enhance the experience of patients and clients.

Complete light conversion, resulting in significant energy and cost savings, expected by 2017

The Town of Oakville is shining a spotlight on its environmental leadership by upgrading streetlights to high-efficiency light emitting diodes (LEDs) beginning this month.

LED streetlights use less energy and last four times longer than existing high pressure sodium light bulbs. The new lighting system will reduce the town’s annual electricity consumption for streetlights by an estimated 40 to 50 per cent. A full conversion to LED fixtures will result in an estimated $1.3 million in annual hydro and maintenance savings.

“Upgrading to LED streetlights reflects Council’s commitment to environmental leadership and sustainability,” said Oakville Mayor Rob Burton. “It’s an exciting change that will result in significant energy and cost savings for the town.”

A total project budget of $12 million is included in the 2016-2017 capital budgets and is projected to be fully offset in ten years by the savings achieved through LED conversion.

Phase one of the project will include all town-owned streetlight fixtures except decorative streetlights. Work will be completed by El-Con Construction Inc., a subsidiary of Oakville Enterprises Corporation (OEC). Crews working from bucket trucks will park underneath each streetlight to swap out the fixtures, resulting in minimal disruption to residents.

The town expects to have a total of 16,200 town-owned streetlights converted to LEDs by 2017.

Residents invited to enjoy free music, dance, theatre and art activities at QEPCCC

Oakville is showcasing its love of culture by inviting residents to take part in activities that explore music, dance, visual arts and theatre as part of a nation-wide celebration of Culture Days taking place on Saturday, September 26, 2015, from 11 a.m. to 4 p.m. at the Queen Elizabeth Park Community and Cultural Centre (QEPCCC).

“Culture Days is a great opportunity for residents to learn about and celebrate the diverse community we have in Oakville,” said Mayor Rob Burton. “I encourage everyone to attend and share in the cultural celebration.”

This year’s lineup includes the following highlights: Maderaz Interactive Latin Music Show, Theatresports presented by the Oakville Improv Theatre Company, Interactive Knitting with the Oakville Association of Knitters and Crocheters, Dance for Couples, Culture Days Ceramics Family Drop-in, Story Time with the Oakville Public Library, Early Childhood Music Class with the Oakville Suzuki Association, and caricature portraits with Cartoon Bob.
